Yes — in bazaars and market stalls, negotiating is part of the culture and is expected. Start at around 50–60% of the asking price and work towards a mutually agreeable figure. Always be polite and good-humoured — it's a social exchange, not a confrontation. Fixed-price shops exist too (they'll say so). In restaurants, supermarkets, and formal shops, prices are fixed. Accept çay (tea) offered during negotiations — it's hospitality, not pressure.
Both men and women should cover their shoulders and knees before entering any mosque. Women must also cover their hair — scarves are available free of charge at mosque entrances.
